So I'm not sure if this will actually fly since I unfortunately no longer have to time to be active on this site, but I lurk like a sad creeper from time to time, so if it's not appreciated, sorry, just delete it then? It comes from a place of good intentions!?

But yeah! I'd love to see this place still thriving, because I had a really great time while I was here and yadda yadda, emotional investment blah blah.
Aside from the obvious things (hiring more staff, or having more of an active staff presence to assure people that this site is still being cared for and looked after), you could:
-obviously another activity check to clear out accounts
-this is an out-of-game mechanics thing, but maybe restrict older members from creating characters in a newer session until they have gotten past a certain point in game progress?
that way, you ensure that people don't just simply stop replying on characters on a previous session to focus on another session.
-as slots fill up, naturally there are fewer options for classpect combinations and understandably, some people might be turned off by not being able to choose exactly the classpect that they want. maybe give considerable grist bonuses to people who join at the tail end of a session so it doesn't just feel like complete suck
IDK this part is iffy, but essentially I think a problem was this: people made characters, but as soon as a new session opened up, abandoned them in the new-session character creation freedom, leaving previous sessions stalled and inactive
-maybe set it so that only posts made in the non-pesterlog area get grist
because even though pesterlogs are really fun and quick and snappy, because they're so quick and snappy people tended to do them much much more than actual "offline" threads. on one hand, yay tons of posts being done but on the other hand, no actual in game progress is being made.
though tbh how the newer players are integrating traditional posts with pesterlogs is a good way to deal with this
-include documentation on just how the game process is supposed to go on the RPer end so that people aren't lost on just how to do things
-to spice things up, maybe have a NPC account that can enter game progress threads to essentially make wacky and unexpected things happen? it's an element of excitement that can help revitalize a lagging thread, or create a sense of urgency to replying to that thread
